PHANTOM RESPONSE

Both the ongoing Exxon Valdez disaster, lingering for 20 yrs, and the one just beginning with BP in the Gulf, have had "phantom response" plans, according to an expert involved in both areas. Neither corporation had a plan for potential accidents. Reminds me of the Bush administration's lack of plans for the aftermath of routing Saddam Hussein's guard in Iraq. The sitcom-like attention span does not extend beyond the next laugh.
